Nipples itchy when wearing bras, is this normal?

Hi, I'm 1 year into hrt. Breast development has been fine, but my nipples are always really itchy/sort of painful when wearing sports bras. Is this normal? They're not itchy or painful otherwise. Do I have high prolactin?
