Question about rules: War Prophet

Hey yall, I'm new to the game so I believe I might need some insight, specifically on the War Prophet for the Pilgrims. So, it says that for every successful action, I can remove 3 blood markers. Does this mean I can just move him foward and immediately be able to remove markers?
