Upgrade to business class

I’ve a two legged flight coming up in few weeks. The second from IST to USA is about 8/9 hours. I’m looking for advice from someone who has upgraded economy class seating to business class. What are the chances of upgrading at the IST counter (after completing first leg flight)? How expensive would that be, guesstimate #. Or do I call them and ask for upgrade before the flight?
