UAE Passport

I am a naturalized US citizen and also a citizen of Pakistan. I hold a PhD in computer science from a US university. As part of the PhD I published several papers and got 2 patents. I have worked in industry as a software engineer for 10 years. I am planning on moving to UAE next year. I have read that UAE has started issuing passports to inventors, scientists, entertainers etc. Can someone please help me understand if that is real and what is the procedure? Thank you!
