What is a Flag Letter of Commendation (FLOC) worth/equal to in the Marine Corps.

I'm a Marine and got awarded a FLOC from 7th fleets flag officer on the navy side for my actions on a deployment. I've read that it's worth anything from an LOA to a COM but it reads like a NAM. Just wondering if there's anyone out there who knows what it's equal to in the Marine Corps eyes.
