Fellow drivers, what's up with promotions?

I see there's a whole section for accepting promotions, but how the heck do you get one?

Are they worth it? Has anyone ever got one LOL?

I TRIED LOOKING IT UP, but it doesn't really help explain to me how I can get one. Just curious about it all.
