VLC No Sound

Long time VLC user, never had any issues with it. Recently got a new computer and installed VLC, and I'm unable to get audio out of any video files in VLC.

1. Enable audio is on
2. The correct device is selected
3. Device is enabled, plugged in, etc.
4. Audio works in other programs
5. Newest version of VLC installed
6. Computer has been restarted and same result with no other apps running
7. Reinstalled VLC
8. Tried an earlier version of VLC, then changed back to newest after same issue
9. Tried with an alternate player, MPV, and sound works immediately
10. Same issue across numerous different MKV files and MPEG files

I used CTRL+J to check and see if it was just one audio format causing problems, and at the very minimum it's happening across both Opus and MP4 audio formats. I'm at my wits end. I did tech support for years and have been using VLC for about 20 years. Help.
