A Bandaid to the issue of Health Tanks called 'Hard Health'

Hook: Don't you want Health tanks to actually be tanky? Are you tired of overguard on every eximus enemy? Do you want radiation to have more uses?

Issue: Health tanks have fallen behind in many ways due their inability or extreme difficulty, to survive harder content. Damage reduction can't solve this due to the obscenely large damage numbers enemy start dishing out.

Solution: Hard health is an 'Mesmer Skin Lite' in practice with some tweaks. It sits on top of health and works like this:

"Every shot you receive removes 1 Hard health, every melee 3. Status effects deal 1 Hard health with every cycle, heat 2, radiation 3. Crowd control Status effects still work on you and enemies."

Conclusion: This will negate the ridiculous damage numbers of late game while still providing skill expression in avoiding damage and Status procs. This will give an alternative to eximus overgaurd spam. This will open CC options back up into late game by reducing overguard spam.
