Should I prioritize mastery or strengthening my weapons with forma?

Although I'm only on Mastery 8, I've already got two powerful weapons that should be able to let me deal with late game stuff (Opticor and Fragor Prime). Should I focus on adding formas to them so I can slot in stronger mods or focus on raising mastery to unlock more stuff?
