TIPP Increase

Can anyone please explain what's going on with the TIPP program next year - preferably like I've just landed on this planet and don't understand what I'm reading when I Google it?

Apparently, people enrolled in TIPP are going to be paying 50% more starting January?

Will we be getting that back elsewhere, or are we just supposed to accept a 50% hike?
