24OTS02 Application struggle

TL:DR, the AFCEP window is near. Can I switch recruiters this late if I have everything done? Is there anything I can do in regard to this made up policy for only putting pilot if you have 100 hours and ppl?

So at the beginning of the fiscal year I told my recruiter I wanted to only put pilot and they said I needed my ppl and that was their unit policy. I saw this was common and decided to get my ppl. In December my recruiter told me I now needed 50+ hours and Ppl to only put pilot. At this point I had 45 hours and was a not close to my checkride so it didn’t matter. But now my recruiter is saying I need 100+ hours AND my ppl. I have 70 hours and I’m a week from getting my ppl. The AFCEP window is a couple weeks away and I’m wondering if it’s possible to switch recruiters this late? Or if there is anything I can do to persuade my recruiter. They say the policy is from their flight chief. Could I somehow try to convince them to let me submit? I’m a civilian btw.
