How do I help my severely alcoholic friend?

where should an alcoholic who has no money, no family support go / do to recover .? this friend lives in an apartment in a city where her roommates have now turned on her and has no family to live with to help in her recovery. she is too scared to live in a rehab, claims she can’t afford it, and then again it’s only short term.. what solutions or ideas can I offer her .?
