Do people still give references here?

I've had a lot of problems with mental health which has led to very little work experience since I graduated highschool, at this point I have 0 references. My family is in a bit of a financial spot so I HAVE to get a job, and I really don't want to work in a grocery store again. The library is hiring though! I've always wanted to work in a library but they require 3 references :(
