Question about the beggars around the Sheppard/404

There's a group of women who beg around the 404/sheppars off-ramp and at Victoria Park/Sheppard Food Basics. I've also seen them at Warden/Ellesmere, 404/Steeles and the Warden/401 on ramps. They all use the same sign about having three children and needing money for food and rent. I spoke with one of them this afternoon and she said she's a refugee with three children in diapers who need baby formula. I know these women are working some sort of scheme as I've seen them change "shift" multiple times and hand off the signs to the person getting out of an SUV as they got in.

My question is: if they actually were unemployed refugees with three children under 2 (since they're all still requiring baby formula and diapers), how much would they be receiving in aid from the government and what city-based supports would they have access to?
