Are these scratches on the card or just the protector ?

Hello, I'm trying to learn more about cards and considering investing in some.

Are scratches like the ones in this images possible to be on the card itself at a PSA 6 grading?

I'm looking at buying a card direct from the ebay PSA vault, what things should one watch out for with a card like this?
