Ps4 servers?

Downloaded BF1 for ps4 again after a few years and can only find one NA server active, standard issue rifle Conquest. I don’t have DLC, is this the reason why I can’t find a normal game? Even the empty servers are SIR only servers, can’t even find an empty regular server. I have followed the pinned thread about finding matches but no luck. Would like to play a match with any other weapon :/
