Lupków Pass not in map rotation

Why is not the Lupków Pass map not in the map rotation, especially when it came with the In the name of Tsar DLC iirc? I have played on that map once or twice since I bought the game many months ago and it doesn't seem to be in rotation, especially on the Tsar servers. Anybody knows why?
