Why is there so much litter in Charleroi?

Currently making a small reportage about this city and I haven't found a direct answer to the questions related to the illegal dumping and streets filled with trash.
Why is there so much illegal dumping going on? Why is the situation so much worse compared to most other major Belgian cities? Wtf is going on with the mattrasses, couches, chairs and tires all over the city?
