Continental championships

Why is it that in BJJ, anyone can enter Continental championships? I'm specifically talking about the IBJJF. In Judo/Sambo/Wrestling, Europeans cant enter the Panamerican Championships. Asians cant enter the European Championships. Panamericans cant enter the Asian Championships. Africans cant enter the Oceana Championships. At this point, isn't the IBJJF European Championships and Pan Am Championships just another World Championship if anyone can enter?
