Was there ever a book about controlled birth that only the good looking or people with good genes can reproduce?

I always wondered if such books existed and I don't know the exact terms to google.

Has there been a book about such? Like only the good looking, smart, good genes can reproduced and the ugly ones get killed or can't reproduce in the country?

It's a bit weird but I'm curious if such storyline exists.
