Equipment Question (Mixer/Interface with 4 mic in allowing for headphone monitoring)

I am attempting to create a broadcast setup. The current thoughts are we have 2-4 of these headphones (https://www.audio-technica.com/en-us/bphs1) which we want to feed into this mixer/interface (Behringer U-Phoria UMC404HD) and then into this monitor splitter (Behringer MICROAMP HA400) back to the headphones. The goal is to get a 0ms monitor as the people with the headphones will be commentating an event and want to monitor themselves when speaking as well as connect back to the PC with a single input for use in OBS.

I am not sure this is the best setup but we are struggling to find an interface with the right number of monitor ports. Any suggestions are welcome ideally in the same budget.
