What's the deal with Curtis Samuel?

I'm confused in terms of the way we're using CS in our offense. It really seemed like he was going to be a key piece in the roster, but what we're seeing of his usage feels a little reminiscent of how we used Diggs after the OC switch last year.

We used to see Josh dump a short pass off to Diggs to "get him involved early". This never really amounted to anything, and after losing Diggs the offense started to feel more fluid.
