Old HDD setup to a new PC

I just built my roommate a new pc because his old PSU died and was in need of an upgrade. Pc is up and running with his old GPU (because we all know how that is right now) and HDD. He currently only has his old drive as his primary storage and will get an M.2 drive tomorrow. When trying to boot the PC from his old drive it wouldn’t work, even when overriding the boot sequence (his old drive had everything on it, including Windows 10). So I tried reinstalling windows via USB and it wouldn’t allow me to put it on his old drive (I’m assuming it’s because that’s where his old OS was installed). And when trying to format the drive, it would need to wipe the drive clean to do a fresh install. So I’m just going to put it on the M.2 since it is faster anyways. My question is, when I get the M.2 and do a fresh install, will having an OS on the old drive effect installation on the new fresh drive or will the new setup erase any previous files of windowssetup?
