How would you approach this?

Got this pan from my sister. It was in decent shape but the seasoning was not great and had a little bit of rust. I tried derusting by scrubbing with vinegar, but not Im not sure I got it all - or its like it reappeared. I tried seasoning it hoping it would wipe off like surface rust but that brownish color is still there. Any tips on where to go from here?
