Hazards are not turn signals -- what is this trend??

Over the past year, I've noticed a trend of people using hazards when they should be using turn signals. When parking, when turning, etc. I know this is a driving norm in Mexico (perhaps other countries as well, though I've never seen this in Europe or Asia), but why is this happening here?
