LOVE light on Broadway last night

Downtown last night, I think on the corner of 9th and Broadway, there was a group of people hanging on the corner including this really tall person (I'm assuming they were female from their clothes) standing up on the planter with one of those neon light up LOVE lights.

Did anyone else see them and know what the story is behind that? It feels like there's a real interesting person and story there but I never got a chance to double back to find out.
