Is it all personal now?

So I had done "the best netruner" build and after the 2.0 update everything has changed and I don't know if it's all your choice and there's no best build or if there is a best build but since the update just came out people haven't discovered it. So my question is, is there a best netruner build that hasn't been discovered yet or is it every build is unique?
