Spy in the jungle - most ethical choice

Hi all! I’m trying to figure out what’s the most ethical outcome of this gig. Here are my thoughts:

1) Kill or spare Katya. Here, it seems like the most ethical is to, of course, spare her. Killing her is pure revenge, and at this point, we won’t be sure if she actually is responsible for the agent’s death. So, ethically, it’s better to spare her.

2) what to do with the biomonitor. What we know: the agency ignored its agent's death so as not to jeopardize the deal (I.e., picked money over life). So, on the one hand, it’s better to make their actions public. On the other hand, the agent in question was a government employee - so, essentially, a servant of the people. If the government decided not to punish his death - it’s their right. The question is: do we believe that the Brazilian agency here cares about people or purely about their own money?

So, what do you think is the most ethical choice in this gig, based only on what we know by the time we have to make a choice (I.e., without taking into account how the situation plays eventually)
