Dashers picking up orders with someone else listed as the driver.

I work for a business that occasionally gets mobile orders. I've got into the habit of looking at the drivers name and literally 1 in every 3 people are not the person listed as the person who should be picking up the order.

When I question them, they generally say the person is in the vehicle, some will outright say "I'm using their phone". I give them the order anyway.

Do you guys think this is a big deal, or should I not worry about it?
