Russia-Third Rome DLC- Russian Patriarchate

Hi guys, so I already moved my capital to St.Petersburg and I haven’t completed the “Russian Patriarchate” mission.

I don’t quite understand how to complete this mission. Obviously I own Moskva, religion is orthodox, patriarch loyalty is 72(above the 70 requirement for the mission, but I still can’t complete it.

So, is it because my capital is longer in Moskva therefore it’s no longer state metropolitan?
