ELI5: "connecting to public wifi" and "creating a hotspot from public wifi", is the other one more secure ?

Hi, Just thinking what happens when I create a hotspot from my phone when I am connected to a public wifi. ls it any safer than connecting to public wifi ?

Gussing that I'm trying to connect to banking system using this hotspot, can it impacted easily since banking use thier own encryption before wifi but still how much secure this way is?
