Far Harbor at level 14?

Is it just me or has anyone been pushed to DLC so early on?

Been doing Brotherhood of Steel quests, did the one with Paladin Danse and then joined the faction. First order of business - help the two of his subordinates. I don't like the attitude of the Rhys guy so naturally took the woman's quest.

Location's Rayburn Point. Map shows it at the edge of Commonwealth. Ok, I travel (kinda glad I did since while travelling I encountered both Pyro with hellfire suit stuff, which then triggered the fight where you get X-O2 pieces, but I digress). Come to where the icon for the quest is, can't do anything on the boat.

Then it hit me. Similar to Skyrim and the Elf island (Solstheim), it's a completely separate map/area, a DLC. Did the quest for the family and finally got the boat access.

... Rayburn Point is on a complete opposite side of the Far Harbor island. That's just my luck I guess. The introductory quest went okay, I suppose.

I don't feel like I'm ready for a DLC, especially if difficulty is comparable to Skyrim's Sostheim. Is it similar? Or does it scale better than Solstheim did? Any way to cheese the quest reroll on PS5 (I think I know the answer - no)?

Edit: some people misread - ironically it's not Rhys that's trying to kill me but that scribe woman, forgot the name.
