Keep Him Away from Me

What is this matchmaking? I've had to reset the game 4 times now because it keeps putting me in matches with people I've blocked. It's been the same guy 3 times in a row and I don't want to play with him because all he does is grief all match, spamming the heavy swing. What's even the point of having that feature if you're not going to adhere to it?
