Idea for change to army rule

Hey yall, I just wrapped up a game with one of my friends and it gave me a bit of an idea for a change to the army rule. So obviously for the health of the game I think the new rule is better than the old one, but I kinda miss the bonuses if a unit died in the first or second battle round. So what I was thinking was what if for the first two battle rounds, units were cheaper for resurgence? For example, purestrains now are 3 for 5 and 6 for 10 right? What if for the first two rounds they were 2 for 5 and 4 for 10? I think that'd make them feel a bit more expendable and help with the goal of "dying efficiently" that our faction sort of has right now.

What do you guys think? Does this seem fair and/or balanced, or do I just want the faction to be better overall lol
