What is this foam and how to remove it?

My house has a creepy room in the basement, as much as I like to show it to my friends and pretend is an old timey swingers room, I've decided to renovate it.

I removed the thick carpet and there is concrete under. What is that foam? How can I remove it? I was planning to leave the cement as clean as possible, or setting some LPV on top.
