Tanks for Czechoslovakia?

Been struggling with Czechoslovakia a bit. I can turtle just fine with enough forts, but pushing in any degree has been a struggle. I’ve tried making some cheap high-soft attack light tank divisions, but I just can’t build enough with the country’s IC. I’ve been trying to avoid cheesing it all by taking Hungary early, etc.

Is it better to turtle and wait to produce enough medium tanks? Or should I ignore tanks altogether and just develop decent pushing infantry?
