10k isn't enough to not be homeless

We've been living in my car for over a year now in Ohio. We've been trying to find a place to live and I got 10,000 dollars from a relative dying. It's still not enough. I'm currently unemployed and can't find a job. I need to make 3 times the rent and I need 1 year of continuous employment just to qualify to receive consideration for an apartment. The homeless shelters here are useless because they don't have funds to help. At this point it's pointless to try anymore. I'm so depressed about this.
