How do you handle the wind?

Hey guys, so... I live in a very windy city (Montevideo, Uruguay) plus is winter here. Usually, if the winds are over 20mph, I ride on internal roads surrounded by houses and buildings, but sometimes when I am late for work I have to take a coastal route and the bike wobbles. Since the Navi is my first bike I'm not sure if this is a motorcycle problem or a Navi problem. Is there anything I can do about this?
