How to Unlock My Late Father’s iPhone Without Losing Data?

My father recently passed away, and my siblings and I are trying to access his iPhone. Unfortunately, we don’t know his passcode, Apple ID password, or email password. We don’t want to reset the phone because we’re afraid of losing important memories and information.
Here’s what we’ve tried so far:
1) We don’t have access to any trusted devices where he might have been logged in. 2) We don’t know his email password, so we can’t reset his Apple ID. 3) We checked if he wrote down his passwords anywhere but had no luck. 4) We haven’t contacted Apple yet, but we heard they require legal documents to grant access.
Does anyone have experience with this? Is there any way to unlock the phone or recover the data without erasing everything? Any advice on dealing with Apple for cases like this would be greatly appreciated.
