IEP Meetings Question

We received a letter today from our kindergartners EC teacher inviting us to an IEP meeting. Our previous meetings have only been at the end of the year to plan for the next so this caught us off guard. This also includes the presence of a psychologist which is new. There was a psychologist for his initial assessment but that was it as there were no concerns.

I’m a bit concerned from this though we’ve had parent teacher conferences and his teacher has only praised him so no indication of any issues has been presented.

Additional context: our son had a speech delay resulting in an IEP for developmental delay related to his speech and subsequent behaviors at age 3.

Questions are: 1. Is it normal to have a mid-year meeting? 2. Are school psychologists typically present?

Edit: This is the nicest subreddit! Always helpful! I emailed the EC teacher when I received the letter. She called me this morning and left a VM advising this is to discuss the re-evaluation of IEP and eligibility.
