Is Swiftplay's Lobby "Priority role" thing working as intended?

I get that certain roles need more picks, but will I always have to limit one of my roles to whatever the lobby marks as a "Priority role"? Despite the name, picking that won't give you priority, but you HAVE to occupy one of your slots for it.

I generally like to go Top primary / Supp Secondary and wouldn't mind waiting until the Jungler need is filled by matchmaking, like all the other queues do (Right now it's marking Jungler as the Priority role).

I played with some friends today and I figured that with one person covering it (We have a jungler aficionado) that'd leave everyone else free to pick whatever they wanted. But no, everyone needed to pick one of the roles as Jungle, despite somebody in the lobby setting it as primary, wouldn't it make sense that someone setting it as primary frees the other Players in that lobby?

I'm a bit out of the loop with the new Season's changes but since everyone else is complaining about Akatar or T3 boots I don't know if this topic has been covered or if I'm just not seeing something.
