Traffic violation-related question

(New York State) I received a ticket after being pulled over for not having an inspection sticker on my car and the officer said if I get the inspection done as soon as possible and plead not guilty in traffic court they should dismiss the violation. Maybe I’m not the sharpest tool in the shed here but the ticket is a little confusing to me. The ticket says “return by mail, before or in person on” and then the date 1/31/24 with the time 9:00AM. If that were to be the time I need to go into traffic court that would contradict the operating hours of the court which opens at 9:30AM. 1/31/24 is my next day off from work so that day would be ideal to address this but I’m unsure of if the date and time specified are not court dates and are in fact a deadline (which once again 9:00am contradicts the hours the court is open). I can most likely leave early from my shift and deal with this tomorrow and go into traffic court if the date and time specified is only a deadline but again I’m not sure, I haven’t dealt with many traffic violations in my life. I could also just throw in the towel and send the ticket out tomorrow as a guilty plea if my boss doesn’t let me take time off to do this but I’d much rather not. I just need clarification from someone who might know better than me.
