Apartment next door burn down

My mom’s apartment building burn down but luckily her unit didnt, unfortunately it did receive water damage and it was filled with smoke. Now insurance told her she can either get a hotel for the week until the new unit is ready or have her items replaced. They told her upfront she has to pay 1k and the hotel in total is 10k (???) shes not in the best financial place so the hotel wasn’t an option at all. She (38) just had a c section and gave birth 2/3 weeks ago. My brother is a newborn and my sister (7) is with her as well. How can she go along this? Best to pay the 1k and wait or what else can she do? The insurance wasnt too interested in even answering or calling her back. My hands are tied because I share my apartment. Advice?
