IA Private Association road conditions

I am one of perhaps twenty households who live in a private association ie a community of neighbors outside of city limits. We pay yearly fees which covers our dumpsters, our gravel road maintenance, and plowing.

The roads are not very well maintained in the winter, I understand we are in Iowa but they have never salted once and they are frequently too slippery for even our 10 mph.

Due to the extreme ice, even though it’s been days since snow or rain meaning they could’ve salted or done some kind of aid, my car slid into a pole while turning a corner, even only going 7 mph. The damage isn’t horrible but it’s a new bumper and grill to say the least.

Obviously I am nervous about the expenses occurred, but beyond that, I feel like I am paying for a service and due to the negligence I was caused harm.

Do I have a case of any sorts? What do I do?
