Bestbuy trade in required at pickup?

Was at Bestbuy earlier. Store clerk and manager insist that I have to give them the trade in before I can pick up the new laptop. Does that make sense? I can’t even do the data transfer. I have to move everything off to cloud drive first, factory reset, give them the trade in, before I can pick up the new laptop. Wtfff?
