My downstairs neighbor goes through the trouble of bagging her dog's poo, then leaves it on the front step of our building because she doesn't "feel like walking to the dumpster every time."

This happens almost daily, and as evidenced from the picture, sometimes multiple times per day. The rental office of the apartment complex says they don't want to get involved.
