Neglected dog?
I work in a building downtown that looks down onto a condo building located at 1188 Union. For several months, we have noticed that a husky dog is outside on a patio, all day long, whether it's 37°c or raining. The dog pees and poos on the deck which, for me, indicates that he is not well-cared for. I go to the office daily and see him all the time. I have called the SPCA but they told us that they are swamped with summer cases and can't look into this.
In my humble opinion, this dog is neglected. What are my next steps? Am I over reacting?
