Simple Cheap Temp Sensor, with Cellular and Solar Capabilities?

PLEASE HELP! I have done an incredible amount of research over the last week, and i've come up mostly empty handed. The city I live in has a lot of rock climbing areas around. Climbers come from several states over to climb here. I'm working with my local climbing association and I would like to set up weather stations of some sort at the different climbing areas, specifically the ones that are very out of the way, so we can have a website with all the temperatures, and some other informative content. We're on the tightest budget imaginable.

I'm trying to do this the cheapest way possible, and I think the way to do this is to remove sensors? I just need a temperature sensor. It needs to be able to send the current temp to some sort of server every hour, so the website updates. This will require cellular data, and presumably a solar panel. I am very handy and would be on board to build my own. However the costs of everything with the parts and server logistics i'm seeing end up being about the same price as this Ecowitt station.
