bestowed weapons change skill limits?

I've seen a couple of comments here claiming that if your god bestows a weapon, that weapon's skill gets unlimited. So receiving Frost Brand means you're no longer restricted to basic and can go to expert.

I've personally seen the "most skilled" message after moving to basic after getting gifted a weapon, so I don't believe this is true. And the wiki doesn't seem to mention anything like this. So I was hoping for confirmation or refutation from someone.
