Parrots with pet rent in an apartment

Looking to move to a place that requires pet rent per pet. They require an individual pet rent per pet, and a maximum of 2 pets. I can understand this when there is a cat or a dog in an apartment, but, if you were me, would you try to get away with just paying a pet rent on how many bird cages you have? I have a total of 3 birds; a total of 2 cages.

Edit: This is less abount money, and more about trying to make 3 birds count as 2.
